I’ve always been curious why Treasurer Cary Kennedy is seen as a rising star in Colorado Democratic politics. I think I figured it out: she seems so happy to be relieving taxpayers of their money. “I am working to make sure that, as our economy recovers, the first dollar that comes in the door goes into the classroom.” said Kennedy at the Democratic Party state assembly in May [see video at left].

Transparency: quality or state of being clear, transparent; also frank, candid, free from deceit.
COST believes that most Coloradans have come to understand transparency in government as detailed expenditure and revenue information.
With those definitions in mind, it is laughable that the Colorado State Treasurer’s Office called its latest interactive endeavor “Tax Tracks” a transparency Web site. The [...]
Ritter unveils Web site but not transparency

Governor Bill Ritter and Treasurer Cary Kennedy quietly launched the Transparency Online Project(TOPS). COST doesn’t believe that TOPS is what State Rep BJ Nikkel and transparency activists envisioned with HB 1288 the Colorado Taxpayer Transparency Act. According to a press release from the Governor’s office:
