Colorado Voter Registration: U.S. Census Bureau Data for 2010 Election is Puzzling

A Denver Business Journal post claims that 48.4% of 2.3 million registered voters in Colorado voted in 2010 according to the U.S. Census Bureau.
But the DBJ report relies on apparently faulty data from the bureau.
There were more than 3.2 million total registered voters in Colorado as of November 2010. Of those, there were about 2.47 million active voters on the eve of the November 2010 election.
And finally, the DBJ article cites the bureau’s statistics to establish the 48.4% figure:

These numbers come from “Table 4a. Reported Voting and Registration of the Total Voting-Age Population, for States: November 2010″ and are measured in thousands.
The first number shows total population aged over 18 in Colorado, while the second is the total citizen population 18+.
The third number shows total voters, and is a bit of a head-scratcher. There haven’t been fewer than 2.8 million total registered voters in Colorado going back as far as January 2004, and no recent active voter tallies from 2008 to present are near the 2,299,000 Census Bureau figure.
The fourth and fifth numbers are the percentages of this unsourced voter registration number against the 18+ categories, respectively.
The sixth number, 1,826,000 does represent the approximate number of ballots cast in 2010. The 48.4% that the DBJ touts is the percent of these ballots cast against the total Colorado population over 18, which would include non-citizens. The 52.6% figure shows the ballots cast in 2010 against the total 18+ citizen population.
