RSCC Forum on TABOR (Colorado Taxpayer’s Bill of Rights), Friday 23 October at Colorado Capitol

The RSCC (Republican Study Commission of Colorado) is hosting a forum at the Colorado Capitol building (in the Old Supreme Court Chambers, north end of the 2nd floor) to discuss the Colorado Taxpayer’s Bill of Rights (TABOR) with many of the leading experts in the state, including Dr. Barry Poulson (CU and Independence Institute), Douglas Bruce (author of TABOR and tax-reducation advocate), and Jonathan Williams (director of the Tax and Fiscal Policy Task Force for the American Legislative Exchange Council) taking part in a series of presentations and panel discussions.

TABOR has been ceaselessly attacked by various political figures on the left (including Governor Bill Ritter) as the source of Colorado’s budgetary and fiscal crisis (which is absurd, given that the TABOR revenue and spending limits have been essentially set aside in a 5-year “time out” due to Referendum C).  More recently, TABOR has been relentlessly undermined by the Governor, the legislature, and the Colorado Supreme Court with additional legislation and court cases that have all but gutted this important constitutional amendment.

Don’t buy the misinformation being sold by the TABOR-trashers – come out and inform yourself about YOUR Taxpayer’s Bill of Rights.  Discussion topics will include TABOR’s potential role in Colorado’s economic recovery, the constitutional nature of the measure, the significant benefits it accords the people of Colorado, and a report on the legislature’s Commission on Long-Term Fiscal Stability.

“TABOR has been good for the citizens of Colorado”, said RSCC Chairman, Senator Kevin Lundberg. “This hearing should put those facts on the table and they should help inform members of the legislature for the session that starts next January.”

The RSCC currently has 29 legislative members who are dedicated to a limited and Constitutional role for civil government, free markets and free commerce.

The hearing is open to the public, and will be held at the State Capitol in the Old Supreme Court Chambers. The morning session will take place from 9:00 – 12:00, with the afternoon session from 1:00 – 4:00.

    For those interested in attending all of part of the session today, here is agenda and schedule of speakers:

    9:00 – Opening Remarks – Senator Kevin Lundberg, RSCC Chair

    9:15 – Dr. Barry Poulson – a recognized authority on TABOR and a CU economics professor, Dr. Poulson will present his findings from two separate studies, A Fiscal Roadmap for Colorado and Setting the Record Straight on Colorados Taxpayer Bill of Rights

    10:15 – Jonathan Williams – as Director of the Tax and Fiscal Policy Task Force for the American Legislative Exchange Council, Mr. Williams will place the statewide debate in a national context

    11:15 – Sean Paige – a staunch defender of TABOR in Colorado Springs, Mr. Paige will speak to the overarching merits of the measure for all Colorado citizens

    11:45 – Flex Time/Discussion

    12:00 – Lunch Hour

    1:00 – Douglas Bruce – as author of Colorado’s Taxpayer Bill of Rights, Mr. Bruce will start the afternoon session with a detailed defense of the measure, as well as why it remains pertinent to Colorado’s current economic downturn

    2:00 – Amy Oliver – as a member of the Democrat-created Long-Term Fiscal Stability Commission, Ms. Oliver will be report on the steps being taken by Colorado Democrats to dismantle TABOR entirely

    2:30 – Senator Greg Brophy – serving as both a State Representative and now a State Senator, Senator Brophy has seen the game most liberal politicians play ” instead of raising actual taxes, they do so under the guise of creating new fees; in an effort to limit this practice, he and RSCC member Rep. BJ Nikkel are considering a bill that would clearly define a fee and its legitimacy

    3:00 – Final Panel Discussion
