Subhead: "Councils are using anti-terrorism laws to spy on residents and tackle barking dogs and noisy children."Well, certainly nothing like this would ever happen in America. After all, our surveillance statute is called the Patriot Act, so only Patriots will use it.
Anyone that complains about this is on the side of the terrorists.
